The invention discloses a local quick high-temperature heating method for pipe wall hole circumference and a device thereof. A radiation heat shield and an adapting plate are arranged inside and outside a heating area, and high-temperature airflow produced by a burner impacts the area to be heated on the surface of a heating pipe and radiates the heat shield to produce directional high-temperature heat radiation effect to perform local quick high-temperature heating on the pipe wall hole circumference area on the surface of the pipe; and meanwhile, the high-temperature airflow enters the pipe through a pipe wall hole to impact and heat the adapting plate, and local quick high-temperature heating is performed on the pipe wall hole circumference area in the pipe by using the impact disturbance of the high-temperature airflow and the directional high-temperature heat radiation effect of the adapting plate, so the local quick high-temperature heating of the pipe wall hole circumference area is realized. The method can realize local quick high-temperature heating of the pipe wall hole circumference, enables the heating temperatures of the inner and outer surfaces of the pipe wall to reach 1,150 to 1,200 DEG C within 30 to 35 minutes, and enables the surface oxidation burning thickness to be less than 0.5 millimeter so as to meet the process requirement.
