PROFESSIONAL EDUCATION IN BRAZIL (1960-2010): A HISTORY BETWEEN ADVANCES AND RETREAT

The objective of this text is to historicize the trajectory of Professional Education (PE) in Brazil between the decades of 1960 and 2010, considering the discussions that guided the conflicts around the laws and decrees that regulated it. For this, we carried out a bibliographical and documental research on PE in the 1960s, with the approval of the Law of Directives and Basis (LDB) No. 4,024/61, and the contested Law No. 5,692/71 and its ramifications in the context of the economic policies of the military governments. The analysis still refers to the disputes surrounding the construction of the Law of Directives and Basis No. 9,394/1996 and the Decree No. 2,208, on April 17, 1997, followed by the Ministerial Ordinance No. 646/97, which radicalized the separation between the propaedeutic high school and professional education; In the end we discussed the revocation of the Decree No. 2,208/97 and the consequent approval of the Decree No. 5,154/2004, which allowed the curricular integration between the high school and the technical education, creating the integrated high school. In these terms, we emphasize that, between the years 1960 and 2010, the Brazilian society underwent major transformations that altered its economic and political structure and resounded in the educational scenario.
