The invention provides a solvent recovery cost discharge control device, and a method thereof. The solvent recovery cost discharge control device is characterized in that one end of a solvent absorber is connected with a steam pipeline and a gas mixture inlet pipe; a steam regulating valve is arranged on the steam pipeline; the other end of the solvent absorber is connected with a tail gas discharge pipe and a desorption gas pipeline; the desorption gas pipeline is connected with the input of a condenser; the output of the condenser is connected with a desorption solution pipeline; a solvent density detector is arranged on the desorption solution pipeline; the solvent density detector is connected with an input end of the control device; and the steam regulating valve is connected with an output end of the control device. As the solvent recovery cost discharge control device and the method thereof utilize a scheme that an on-line solvent density detector coordinates with steam flow control, automatic control of tail gas discharge can be realized and the situation that the tail gas is over-discharged can be avoided. By means of establishment of a cost control model, the solvent recovery cost discharge control device and the method thereof can accurately control the solvent and the relationship between the cost of the recovery process and environmental protection, and can realize a optimal production model with overall consideration to both the cost and environmental protection. The solvent recovery cost discharge control device and the method thereof can save the recovery cost on the premise that tail gas discharge meets the environmental protection discharge standard.
