STUDY ON THE FUNCTIONAL SYSTEM OF MANAGING FINANCIAL MECHANISMS IN UKRAINIAN HEALTH CARE

The article analyzes the current state and tendencies of the financial mechanism’s development in the field of Ukrainian health care. The components of the financial infrastructure’s organizational model of the national healthcare system are investigated. The author analyzes the main sources of financial resources flow into Ukrainian national health care system, as well as the structure and dynamics of total health care expenditures. The redistribution mechanism of public health care resources to local budgets, in particular the structure and dynamics of medical subvention, is investigated. The author identified the main problems characterizing the financial mechanism in the field of health care in Ukraine, namely its irrational structure and deformation, which are caused by such reasons as tight regulation of healthcare expenditures by budget legislation, budget planning of the system of incurring healthcare expenses, cumbersomeness and imperfection of the mechanism for ensuring payments’ settlement for the provision of medical care between healthcare institutions and local budgets, the unresolved issue of state-guaranteed package of medical services, non-regulation of the issue of determining the forms of patients’ participation in medical care payments, high level of "shadowing" of the healthcare sector.
