Centro pop: quando uma política pública incomoda

The article proposes to reflect on the social phenomenon “population in situation of street”, whose public policy for this segment has received many criticisms. Arisen by the imbalances provoked by the development of capitalist accumulation and densification of populations in the cities, this phenomenon has increased every day. Being a “street person” is not reduced to the blame imposed by society when assigning responsibilities for the condition in which they are and therefore require that by itself obtain resources to dissolve the connection with the streets and the possibility of leaving from them. We tried to think how public policy emerged POP Center considering its history and how this public policy is a nuisance.
