Estruturação organizacional-institucional dos municípios na governança da gestão de risco de desastres em bacias hidrográficas

The increasing number of disaster records triggered by water highlights the necessary integrated management of water resources and disaster risks, in the governance process. Also, the regional territorial level becomes increasingly strategic to deal with the economic and technical-administrative weaknesses of Brazilian municipalities. The research aimed to develop a methodology to analyze the organizational-institutional structuring in order to contribute to the decision-making process in the governance of disaster risk management at the municipal and regional territorial levels. The Organizational-Institutional Structuring Index (IEOI) developed was based on indicators of human, organizational, operational, infrastructure and financial resources. The research had a qualitative-quantitative, explanatory approach, with documentary analysis and application of questionnaires. The case study was the region of the Itajai River watershed, which has three associations of municipalities. We observe a) low IEOI values, b) the correlation of these values ​​with the estimated population by municipality; and c) and the verification of the process of vulnerability to the risks of disasters at BHRI. The applicability of IEOI provides a view of different territorial levels and analyzes that show its contribution to decision making in integrated management processes.
