State environmental law and carbon emissions: Do public utility commissions use environmental statutes to fight global warming?

In many states environmental statutes provide the authority for public utility commissioners to make decisions to reduce greenhouse gases from electricity generation. This article looks at six such laws and how the presence of these laws affected CO2 emissions during a nine-year period from 1997 to 2005.
