Provided are a method and apparatus for allocating a resource, relating to the field of communications, achieving the allocation of wireless resources that satisfy video service requirements and improving a user's video experience. The method specifically comprises: predicting a movement path of a target UE and a resident duration of the target UE in each cell of a coordinated cell set on the movement path according to movement feature parameters of the target UE that performs video services; according to a video service demand data amount of the target UE in each cell of the coordinated cell set, determining a scheduling data amount of a serving base station of each cell in the coordinated cell set for the target UE, the sum of the scheduling data amounts of the serving base stations of all the cells in the coordinated cell set for the target UE being greater than or equal to the sum of the video service demand data amounts of the target UE in all the cells of the coordinated cell set; and sending, to a serving base station of the current serving cell of the target UE, the scheduling data amount thereof for the target UE so as to allocate resources to the target UE.
