BackgroundAdaptation to demographic change and climate change includes ensuring nursing care at home even in the case of thunderstorms. The sensibility of nursing agencies, their current strategies and needs for action were of interest.MethodsWe performed 24 semi-structured interviews and 4 focus group sessions with staff of nursing agencies and local authorities (N=43). Data analysis followed the grounded theory approach.ResultsDespite some experiences, the awareness of the problem is rather low. Action in case of emergency is spontaneous, and emergency plans do not exist. A plan for action was developed and chances for implementation assessed by experts.DiscussionImplementation of the action plan will gain further experience.ConclusionsSensitising and qualifying nursing staff seems necessary and practicable. Structural problems still need solutions.
