Determining the Level of Importance for Critical Information Infrastructure Objects

Today world leading states began to focus on methods and tools of identifying, systematizing and securing critical infrastructure objects. The loss or failure of normal functioning of these objects will lead to significant or even irreparable negative consequences for the national security. For the application of adequate protection methods, it is important to determine the level of importance (criticality) of the state information infrastructure in a certain sphere. From this viewpoint, method for determining the level of importance for critical information infrastructure objects in civil aviation was developed in this paper. This method uses following procedures: introducing the base set of systems and corresponding subsets of subsystems, components, functions, violations of work continuity (interruptions of work), their features and consequences, and also the construction of a three-dimensional matrix of criticality as well as calculation of additional weighting factors of criticality. Proposed method makes it possible to assess the level of importance and rank critical aviation information system both quantitative and qualitative parameters. Moreover, the technique for conducting an experiment, by which the adequacy of the response to change the input data are verified, which confirmed the ability to determine the level of importance of critical aviation information systems for various categories was developed.
