The circulating type semi-aerobic waste leachate is sent to an electrobath which is provided with a functional anode for electrolysis, the leachate enters from a water inlet of the electrobath and is discharged through a water outlet of the electrobath after electrolysis in the electrobath; wherein, the function anode adopted is made by coating transition metal on titanium-base and has electrocatalysis function, a cathode is made of stainless steel, and a stirring device is arranged in the electrobath; the height of the upper part of the anode is higher than fluid level. The treatment method has high efficiency, low investment and simple operation, and can leads the circulating type semi-aerobic waste leachate after being treated to meet national discharge standards, and the valuable metal ions in the leachate can be recovered; the controllable degree in the treating process is high and the secondary pollution is little, thereby having obvious environmental and social benefits.
