Assessing Fairness and Equity in Trajectory Based Operations

The focus of the work presented in this paper is set on defining a framework and the corresponding process to develop a fairness and an equity metric for a given cost model. This paper provides a definition for a just framework in ATM as well as the definition of t he concept of fairness and equity in T rajectory B ased Operations. Two metrics are proposed, one for evaluating fairness and one for evaluating equity , based on an example for a cost index base d cost model .
