The invention provides a pedestrian street-crossing signal and upstream intersection signal linkage control method and a system. When a pedestrian street-crossing signal green light is switched on, a waiting period from vehicles fully occupy a pedestrian street-crossing passageway till the vehicles run at an upstream intersection section is predicted. Meanwhile, whether the waiting period is longer than a time period required for pedestrians to pass the pedestrian street-crossing passageway or not is judged. If the waiting time is not longer than the time period required for pedestrians to pass the pedestrian street-crossing passageway, the count-down time period of the pedestrian street-crossing green light is set to be the waiting period. Meanwhile, at the ending of the count-down time period, a pedestrian street-crossing signal red light is switched on instead of the pedestrian street-crossing signal green light. Meanwhile, a vehicle passing direction signal green light is switched on. If the waiting time is longer than the time period required for pedestrians to pass the pedestrian street-crossing passageway, the variation of signal lights is controlled based on the preset delay time of the pedestrian street-crossing signal green light. When the vehicle passing direction signal green light is switched on, the variation of signal lights is controlled based on the preset delay time of the vehicle passing direction signal green light. Through judging the durations of the waiting period and the time period required for pedestrians to pass the pedestrian street-crossing passageway, the variation of signal lights is controlled. In this way, the linkage coordination control of street-crossing signals and upstream intersection signals is realized.
