The video loading determining method comprises the following steps: monitoring at least one of a video information inquiry request and a video stream download request; matching target address information in a monitored request on the basis of a preset rule, and determining the video loading starting time according to a matching result. According to the video loading determining method and the video loading determining device provided by the embodiment, the target address information in the request can be monitored by monitoring the video information inquiry request and/or video stream download request in a video loading process, and that the video loading is carried out is determined when the target address information in the request is successfully matched with the preset rule.
