With the rapid development of information and communication technology today, the spread of smart devices is gradually spreading rapidly, and the areas where deaf people have been impeding communication with non-disabled people are directly or indirectly mitigating. However, the roles of these aids are not active or are not understood by deaf people. It has been 12 years since the anti-discrimination law was revised in all social areas, including hearing-impaired people, but the discomfort experienced by people with disabilities still persists. Therefore, this study implemented the development of applications for communication support for hearing impaired people based on smart phones. The need for this study is for deaf people to communicate with non-disabled people without auxiliary devices or relays. To address these problems, applications available in the paper's category of Android mobile operating system have been developed into the Google Fireface development platform. The evaluation method used test labs and performance tests, and the results showed that the activity items in the Slow rendering and Frosen programs had no problems in terms of speed compared to current applications, especially the login activity and the Search Activity values were high. Anyone with any smart phone could easily download from the app store and use it together with the disabled, which will help practically each other a lot in the future, while expanding transit support services, an important purpose of the system, to communicate freely and without discomfort in the social lives of hearing impaired people.
