The article presents a historical journey of the process of implementation and development of what in Venezuela has been called Intercultural Bilingual Education, which has had other names in various countries of our America, which in short has followed more or less the same route, signed by similar conceptions of the understanding of cultural diversity. It starts from theoretical considerations to later explore the legal instruments and institutional policies - processes to conclude with a perspective on intercultural education from the pluricultural as a measure to overcome the obstacles that have impeded its full development.
