日本高等教育與研究政策－初探“COE計畫”

This paper introduces the details of 21st centre of excellence project and the following Global COE project, which are approved by the Japan Ministry of Education, Culture, Sports, Science and Technology (MEXT) by the reasons to reorganize and reform the education and research system of university. The projects focused on the development of frontiers of academic research, not only fostering young researchers but also improving the research quality of research center of university to the world-class level, to achieve the purposes of fostering top-level researchers and academic leaders and enhancing the national competition of Japan.
