The embodiment of the invention relates to the technical field of wireless communication, and in particular relates to a method and device for performing measurement report so as to solve the existing problem that the RSSI (received signal strength indicator) report cannot be performed on the unauthorized frequency spectrum in the prior art. The method disclosed by the embodiment of the invention comprises the following steps: a network side device determines a signaling for triggering a terminal to perform the RSSI report; and the determined signaling is sent to the terminal so that the terminal can perform the RSSI report according to the signaling. Since the terminal can perform the RSSI report according to the signaling from the network side device, the RSSI report can be performed on the unauthorized frequency spectrum.
