In the emergency calling method, a core network device receives PDN (packet data network) connecting requests transmitted for cluster emergency calling services and determines PGW (PDN gateway) according to APN (access point name) carried in the PDN connecting requests or APN in subscription information of the terminal, and initiating a PDN connection establishment process of the cluster emergency calling services for the terminal according to the determined PGW, and indicating the established PDN connection as the PDN connection of the cluster emergency calling services. By the emergency calling method, device and system, the cluster emergency calling services are realized.
