The invention provides a water-phase enzymolysis extracting method of safflower oil, comprising the following steps of: removing shells of safflower seeds to obtain safflower seed kernels and removing skins of the safflower seed kernels; carrying out dry-method crushing on the safflower seed kernels without the skins to obtain safflower seed kernel powder; mixing the crushed safflower seed kernel powder with water and adjusting pH (Potential of Hydrogen) value; adding neutral protease to carry out enzymolysis reaction; adjusting the pH value and adding alkaline protease to carry out the enzymolysis reaction to obtain an enzymolysis solution; centrifuging the enzymolysis solution and separating from top to bottom to obtain free oil, lactescence, hydrolysate and safflower seed dreg; adding compound plant protease into the lactescence to carry out emulsion breaking; and centrifuging and separating to obtain the free oil, and collecting the obtained free oil to obtain the safflower oil. With the adoption of dry-method crushing, the use amount of an demulsifying agent is reduced and the cost is reduced; the oxidization of fat, caused by squeezing the oil, can be avoided and the nutrition components of the safflower seed are sufficiently remained; and the higher free oil yield can be obtained and the oil yield is 65.6-72.6%.
