Improving the Reliability of Distance Protection by GOOSE Message Based Teleprotection

Distance protection has been known across the globe as a simple, secure, and dependable alternative for transmission line protection purposes over the years. Both conventional time-stepped and teleprotection accelerated distance protection schemes are still widely utilised nowadays. As intelligent electronic device (IED) technology rapidly grows, modern teleprotection might use a direct digital method such as IEC 61850 based GOOSE message. Further, this paper presents technical experience in PLN Indonesia to improve the reliability of its 70 kV sub-transmission lines with GOOSE message based teleprotection. Generally, the 70 kV grids are using conventional time-stepped distance protection without any transfer trip scheme. Since the majority of the employed distance relays are compatible with IEC 61850 protocol, the GOOSE message could potentially be implemented for inter-substation communication incorporating the ethernet network. Technical setup, actual performance, and benefits over other teleprotection media are explained. The result shows that the GOOSE message is technically satisfying for the teleprotection function on the 70 kV sub-transmission due to its high speed and simplicity.
