The invention relates to a method for controlling a cold area LED lamp with heating and cooling functions, in particular to a method for controlling an LED lamp suitable for a high and cold area. The problems that an existing LED cannot be started at lower temperature under high and cold environment, and a driving power source and semiconductor light emitting elements are poor in cooling capacity are solved. The controlling method specially comprises the steps that a temperature control switch drives a heating driving circuit to start a driving power source to power a graphite film; a temperature sensor is used for collecting the surface temperature of the graphite film, and a temperature signal is sent to the temperature control switch through AD conversion; whether the temperature signal is smaller than a preset threshold value or not is judged, if yes, the graphite film continues to be heated, and otherwise heating of the graphite film is stopped; the driving power source powers semiconductor light emitting elements; the temperature of the semiconductor light emitting element and the temperature of the driving power source are evenly conducted to cooling fins through the graphite film. The method is applied to the high and cold area.
