Yeni dünya düzeni ve Türkiye'de iletişim özgürlüğü: Türk yazılı basını üzerine bir inceleme

Bu tezde, kuresellesme surecinin iletisim ozgurlugu uzerindeki etkileri gunumuz Turk basim acisindan incelenmistir. Turk hasminda artan internet kullaniminin, iletisim profesyoneline ozgurluk getirip getirmedigi sorusuna yamt bulunmasi amaciyla alan arastirmasi yapilmistir. Arastirmada, yazili basin alaninda calisan muhabirlerin habere ulasma ve bu haberi yayinlamada interneti ne olcude ve nasil kullandigina bakilmistir. Bunun icin Istanbul'da 197, Ankara'da ise 98 iletisim profesyoneline anket uygulanmistir. Bu arastirma ile amaclanan kuresellesme surecinin, savunuldugu gibi, yeni iletisim aglari sayesinde iletisim ozgurlugu icin gerekli kosullan saglayip saglamadigim belirlemektir. Bu belirlenimde, iletisim profesyonelinin calisma kosullan ve gazete icinde haberin izlenmesi surecindeki bagimsizligi temel olcutler olarak alinmistir. Arastirmadan elde edilen sonuc, varolan yasal cercevenin degistirilmesi, tekelci yapimn kinlmasi, enformasyon teknolojisini ureten ulkelere olan bagimliligin yikilmasi gibi gerekli nesnel kosullar saglanmadan, tek basina teknoloji kullaniminin iletisim ozgurlugunun yasama gecirilebilmesi icin yeterli olmadigidir.  Abstract   In this thesis, the impact of globalization process on freedom of communication was analyzed with the case of contemporary Turkish press. A survey research was conducted in order to examine influence of the use of Internet (Which is considered as an indicator of globalization) on journalist's freedom. This research investigated how and to what extent the correspondents of the printed press use Internet for both accessing and publishing the news. For this purpose, a questionnaire was conducted with the media professionals, 197 from Istanbul and 98 from Ankara. The conclusion derived from the research was that using technology by itself will not be sufficient for enhancement of freedom of communication unless fulfilling objective conditions such as making changes both in the current legal framework and the oligopolistic structure of the market and overcoming the dependency to the countries which produce, distribute and control information worldwide.
