In 1988, state legislators responded to citizen demand for a better transportation system by establishing a new Caltrans district, District 12, in Orange County. Mr. Hecker describes the innovative approaches being used to fund transportation improvements in the region. He also comments on Orange County's daily recurrent congestion, the commuter lanes and transitway facilities currently under development, Orange County's super streets, and the District 12 Traffic Operations Center that opened in November 1990.
