The invention relates to a valve control and flow measuring device which is characterized in that two ends of a steel truss service bridge (6) are respectively fixed on a gate pier (1), the bottom of a vertical shaft (3) is fixed on a vertical shaft buttress (13), the top of the vertical shaft (3) is fixedly connected with a cross beam of the steel truss service bridge (6), a rotary shaft (4) is fixed in the middle of a gate (2), the rotary shaft (4) is sleeved on the vertical shaft (3), a driving gear (10) is fixed on a vertical shaft (9) of a motor (7), a driven gear (15) is fixed at the end part of the rotary shaft (4), a plurality of first flow rate sensors (11) are arranged at the frame position of the gate (2) along the height direction, a plurality of second flow rate sensors (18) and water level sensors (16) are arranged on the gate pier (1) along the height direction, and a controller (17) is arranged on the steel truss service bridge (6) and is connected with the motor (7) by a cable. The valve control and flow measuring device is convenient for being applied to a water stop gate on a small irrigation canal.
