Evaluation of the express lane effectiveness in freeway to freeway interchanges

This research report presents three case studies and illustrates the process by which expresslane designs for freeway to freeway interchanges may be evaluated. The three case studies used for evaluation purposes were: (1) isolated interchanges; (2) an isolated dual-route interchange; and (3) a system of connecting interchanges. The primary purpose of this research was to provide a method to determine the benefits that could be derived from implementing express lanes. The measure of effectiveness for this research was vehicle delay.
