СОЗДАНИЕ ВОСПИТАТЕЛЬНОЙ АНТИТЕРРОРИСТИЧЕСКОЙ СРЕДЫ В ВУЗE КАК НАПРАВЛЕНИЕ АНТИТЕРРОРИСТИЧЕСКОЙ ПОЛИТИКИ СОВРЕМЕННОЙ РОССИИ

This article investigates the possibility of the creation of the educational environment which will block the spread of terroristic ideas and the ideology of the international terrorism in the modern universities of Russia. It formulates the main problem hindering the implementation of this possibility in practice. The authors having used a methodology of domestic conflict management, taken into account the uniqueness of Russian civilization, came to the conclusion that the positive solution to the problem needs the following political requirements: 1) The state policy in the sphere of youth education should be based on spiritual, moral, cultural and historical values outlined in the Presidential Decree dated December 31, 2015 N 683 «On the Russian Federation National Security Strategy»; 2) Actual federal educational standards of higher education should be replaced by the new standards, based on traditional Russian spiritual, moral, cultural and historical values. 3) Russian universities should focus on moral and patriotic education of students. The authors makes a general conclusion that the creation of the educational environment which protects young people from the terrorist ideology in Russian institutions of higher education, is only possible if the state policy of Russia is based on the ideology which develops Russia as a unique non-Western and Russian (Russian or Eurasian) civilization.
