: Motor-oriented rehabilitation programs are of limited value in attaining the goals of the physically impaired poor in the cities. The location and the physical and social structure of the ghetto municipal hospital and the population served necessitate modification of rehabilitation methods. Patients must participate in decision-making. Staff must assist the patient in attempts to change the environment. In the process of working closely with patients towards non-motor goals, professionals learn to play the role of the advocate.
