O PARADOXO ENTRE AUTONOMIA E DEPENDÊNCIA: uma análise das decisões dos municípios brasileiros no contexto fiscal-federativo

Brazilian fiscal federalism has led the subnational governments to a trajectory marked by the antagonism between autonomy and dependence. Although it offers normative decision-making capacity to municipalities, it is possible to notice a highly dependent structure of transfer resources. Normative and control instruments establish a scenario in which autonomy is constrained by the constraints that need to be met to obtain resources. It is questioned, therefore, if there is in fact municipal autonomy in the process of decision making, considering the institutional and behavioral factors that interfere in the public choices. It is intended to observe in the theoretical constructs possibilities to establish an alternative form in the analysis of the behavior of public decisions through the analysis of Brazilian fiscal federalism, public choice theory and behavioral economics. It is believed that municipalities do not have effective autonomous power in the decision-making process. It is hoped to construct arguments that summarize the situation of their capacity to choose.
