Characteristics of Education Civil Servants Position Management of Japan and Its Inspiration to China

Ensuring high-quality teachers is the focus of education reform around the world.There are three main teacher management models,followed as civil servants;education civil servants and professionals.At present,China carries out professional employment system.Academia often suggests that teachers should be regarded as civil servants.This paper analyzes the characteristics of position design,appointment,promotion and rotation in the process of education civil servants position management of Japan,then proposes several suggestions combined with the issues in teacher position management of China.
