A behavioral framework for needs-based transport assessment

Abstract This chapter presents a need-satisfaction approach for evaluating transport planning policies. It focuses on the assessment of personal transport needs as a fundamental part of human rights and social inclusion. The chapter starts by discussing the background of current transport equity concepts and then moves on to elaborate a need-satisfaction approach, where people's satisfaction with travel together with the identified time thresholds per type of trips (as defined by origin-destination combination, purpose, transport mode) help to determine if mobility needs are being met or not. This chapter focuses on analyzing the data from a mobility survey that was carried out in the Barcelona metropolitan area during 2013. The results aim to provide policymakers with transport planning tools for (re)orienting their strategic planning policies.
