To give no priority to the education of Minority Area means no quality improvement of personnel resources and advance of science and technology, and therefore there could hardly be a fast and stable economic development in these areas. The development of minority area depends on education as well as the improvement and enhancement of quality of personnel resource, so it is vital to build a group of high quality teachers. To ensure the priority of education in minority area should be reconfirmed in the whole project of our construction.
