Applying time-frequency techniques to noise corrupted radar signals

This paper discusses the use of time frequency distributions to analyze signals from dynamic targets in the presence of noise. After time frequency processing, the radar return from a rotating target displays distinctive Doppler characteristics. Time frequency analysis makes parameters such as the rotational frequency, radius of rotation, and relative position of multiple scattering centers easy to determine. Time-frequency methods can provide an accurate representation of the rotating system even when the noise power exceeds the signal power (signal to noise ratios below 0 decibels).
