El hiperpresidencialismo: una aproximación desde la perspectiva de la teoría política

espanolEste articulo retoma el debate sobre dos temas sempiternos de la literatura politica latinoamericana: el presidencialismo y el populismo, presentando como novedad el no analizarlos individualmente, mas como elementos determinantes del sistema politico de los diferentes contextos nacionales de la region, donde se presenta el fenomeno del hiperpresidencialismo. El tema del hiperpresidencialismo es analizado desde una perspectiva teorica y en terminos politicos, de acuerdo a los cuales se hipotetiza que la interaccion entre presidencialismo y populismo es la causa de la existencia de un gobierno hiperpresidencialista, particularmente cuando ocurran especificas condiciones factuales, que resultarian de la adopcion del estilo populista por parte de un mandatario. Es asi que, a partir de una amplia revision bibliografica basada en la produccion scientifica sobre el contexto latinoamericano (aunque no se trataran casos especificos, sino que se propondra una base teorica para futuros estudios de caso) y mediante un analisis critico y combinado de fuentes que analizan tanto las experiencias presidencialistas como populistas en la region considerada, se propone una dinamica descriptiva de la interaccion antes mencionada. EnglishThis paper takes up the debate on two perennial topics of Latin American political literature: presidentialism and populism, presenting them not individually as a novelty, but as determining elements of the political system of the different regional national contexts, where it is presented the phenomenon of hyper-presidentialism. The topic of hyper-presidentialism is analyzed from a theoretical perspective and in political terms, according to which it is hypothesized that the interaction between presidentialism and populism is the cause for the existence of an hyper-presidential government, particularly when specific factual conditions occur, which would result from the adoption of the populist style by a mandatary. Thus, based on an extensive bibliographic review based on scientific production on the Latin American context (although, the paper specific cases will not be threated, on the contrary, a theoretical base will be set for futures case-studies) and through a critical and combined analysis of sources that analyze both the presidential and populist experiences of the region under consideration, a descriptive dynamic of the interaction is proposed.
