The scientific grounds of different methods of optimization of financial state of national health care systems in developed countries is the neoclassical economic theory considering medical services as especially «economic goods». In spite of symmetry and logical completion of the developed theory, the conclusions and recommendations based on it in practice by absence of adequate state regulation aimed at supplement of market work lead to social injustice both from the point of view of financing medical assistance and provision of its accessibility. It is necessary to take into account first of all exactly this circumstance by development of strategies for overcoming insufficiency of resources in domestic health care a the federal and especially at the regional level.
