The absence of a functional scheme that appropriately defines the remits of the European Union and the Member States in the area of public health and healthcare has caused continuous and serious problems for the development of a harmonious model. It has been the crises, and especially the pandemic caused by the coronavirus SARS-CoV-2, that have highlighted how sensitive European ties are to a rapid and coordinated response in these vital areas. Therefore, based on decisions on external and internal borders, management of cross-border healthcare, supplies of healthcare products and, above all, the financing of national health systems, the European Union has regained a leading role that the principle of subsidiarity had previously prevented. How far will the solidarity go and how long will it last?
