Integrated Water Management and Environmental Rehabilitation of River Basins Using a System of Non-linear Criteria

Integrated water management by the basin principle using technological, economic and environmental non-linear criteria is proposed. The methodological basis of the approach is the sustainable development paradigm. In line with the conditions of sustainable development, the EU Directive provides development of river basin management plans, according to which a transition from spontaneity to controllability of the water use development and ecological improvement of state of water bodies is carried out. Technological criteria for supporting of water levels in reservoirs have been developed, economic criteria for the dynamics of water intake for various needs have been formalized, the ecological needs of water quality assessment during the washing of rivers from reservoirs are substantiated. Balance equations are given for controlling of water masses dynamics and spread of pollution. A pulse method is proposed within a combined control system for river washing for example of the Ingulets river basin. The scenario analysis of the optimal and existing flushing technologies for the river from the reservoir showed that the proposed technology has economic advantages. Necessary restrictions for environmental criteria are done. At the same time, the existing technology requires significantly larger volumes of water for flushing and does not meet environmental criteria during certain periods of flushing.
