The present invention relates to a process for preparing epichlorohydrin, mainly solves the prior art since the catalyst is not dissolved completely and can not be completely precipitated, and thus the impact of catalyst activity. In the present invention, by using a peroxide and allyl chloride as raw materials, the molar ratio of allyl chloride to peroxide 1 to 15, the reaction temperature is 30 ~ 120 ℃, the reaction under a pressure of 0.1 ~ 2MPa, and molybdenum in a homogeneous phase reaction material generating action based catalyst under epichlorohydrin; wherein the catalyst preparation method comprises the steps of: a) a molybdenum source, water and peroxide dissolved in a solvent to obtain a mixture ⅰ; B) are added to the mixture ⅰ acidic substance, the reaction at 40 ~ 80 ℃ 0.5 ~ 2 hours to obtain a mixture ⅱ; C) was added to the basic substance ⅱ mixture stirred at room temperature for 0.5 to 72 hours to obtain a catalyst solution preferred aspect the problem, and it can be used for industrial production of peroxide epoxidation of allyl chloride production of epichlorohydrin.
