The client is communicationally connected to the self-service borrowing and returning cabinet by the server. The self-service borrowing and returning cabinet comprises a cabinet body. The cabinet body is provided with multiple layers of storing devices therein. The storing device of each layer comprises a plurality of storing boxes. The front surface of the cabinet body is provided with a plurality of storing box covers corresponding to the storing boxes. Each storing box is correspondingly provided with a portable power and a special charging device of the portable power. The portable power is charged by the special charging device of the portable power in the storing box. An inner wall of the storing box cover is provided with a switching device.
