The invention discloses an inactivated vanadium-titanium-based honeycomb-like denitration catalyst combined denitration-demercuration modifying regeneration liquid and a preparation method thereof. The modifying regeneration liquid is composed of an activity recovery liquid, a demercuration modifying liquid and deionized water. The activity recovery liquid is composed of ammonium metavanadate, ammonium metatungstate, oxalic acid and deionized water, and the demercuration modifying liquid is composed of cerium nitrate, copper chloride and deionized water. The activity recovery liquid is uniformly mixed with demercuration modifying liquid according to proportion to obtain the combined denitration-demercuration modifying regeneration liquid. The modifying regeneration liquid, when being used for regenerating an inactivated vanadium-titanium honeycomb-like denitration catalyst, can recover the denitration activity and meanwhile achieve the capability of combined oxidization demercuration. The catalyst is higher than 90% in denitration efficiency and higher than 85% in demercuration efficiency at 350 DEG C. The modifying regeneration liquid will not increase cost due to demercuration after flue gas denitration, is economical and environment-friendly and is suitable for industrial popularization.
