The role of fisheries management in promoting fishery development: An analysis of the Namibian Horse Mackerels (Trachurus capensis)

The goal of sustainable development is to satisfy the needs of the people and alleviate poverty. The first principle of sustainable development states that people should be the focus of sustainable development. Based on this principle, it is argued whether fisheries resources conservation and management as a sustainable development tool is realistic in meeting the needs of the people. A case study of the Namibian Horse Mackerel was used to demonstrate a common notion that even though efforts used to recover over-exploited natural resources cost tax payer’s money; they were not the ones who reap the benefits when the resources were recovered. A development analysis of the Namibian Horse Mackerel found it questionable whether development of the Horse Mackerel fishery resource satisfies the needs of the rural people, the majority of whom are poor, marginalized and previously disadvantaged.
