Operational use of knowledge-based military C/sup 2/ systems

Presents a customer's view of knowledge-based military C/sup 2/ systems. The viewpoint presented is that of the Captain, Naval Operational Command Systems (CNOCS), the authority responsible for formulating the requirement for all naval C/sup 2/ systems. Issues of specification, procurement, management and ownership of a tactical knowledge base are discussed.
