The invention discloses a secure communication method based on a quantum true random number. The method is characterized by that service requirement keys used by secure communication are generated by a quantum true random number generator arranged on a terminal device. The invention also discloses a secure communication system based on the quantum true random number. The system comprises a plurality of terminal devices. The system is characterized by that the quantum true random number generator for generating the service requirement keys is arranged on at least one terminal device. According to the method and the system, the service requirement keys are generated by the quantum true random number generator arranged on the terminal device, the available key quantity is not lower than 3Mbps and is improved by more than two hundred times, and the available key quantity is sufficient to support communication service requirements of greater number of terminal devices. Communication service requests are generated, requirement key ciphertexts are transmitted, the delay time is reduced, and the timeliness of the communication service is ensured.
