The invention relates to human hard tissue substitution material surface treatment and discloses a method for preparing a biological active composite coating on the surface of titanium or titanium alloy. The method for preparing the biological active composite coating on the surface of the titanium or the titanium alloy can obviously optimize the crystal morphology of a calcium and phosphate salt composite film on the surface of implant material, can improve the biocompatibility and the biological activity and can be used for optimizing and modifying the biological activity on the surfaces of titanium and titanium alloy implants. The method comprises the steps of 1, pre-treating the surface of the titanium or the titanium alloy; 2, preparing fluorine-containing electrolytic solutions, immersing the pretreated titanium or the pretreated titanium alloy serving as the anode and a platinum sheet serving as the cathode into the fluorine-containing electrolytes for carrying out anodic oxidation, and preparing a titanium dioxide nanotube film; 3, preparing electrolytic solutions containing calcium and phosphate species and oligopeptide, carrying out continuous-current electro-deposition with the titanium or the titanium alloy subjected to anodic oxidation as the working electrode and the platinum sheet as the counter electrode, and finally completing the process of preparing the biological active composite coating on the surface of the titanium or the titanium alloy, wherein the biological active composite coating is a calcium and phosphate salt/oligopeptide composite film.
