O observatório social de Maringá e o controle do processo licitatório

The performance of the mechanisms of social control has been gaining ground in the dynamic cycle of municipal management in the State of Parana. The incidence of systemic corruption requires a more accurate control on the part of civil society in public administration, which can be realized through the Social Observatory. It is in this context that this article discusses the role of the Social Observatory of Maringa, OSM control the expenditure of public funds from the measurement of the bidding process. For this purpose, as the methodological procedure descriptive exploratory study of the performance of OSM Maringa-PR, in 2010. The results showed that OSM has measured in a sample 15.37% of the cases in situation analysis, and the difference (minus) between the maximum allowed in an announcement and the effective bid value of around 31.81%. In the category was considered the bidding in the situation analysis of the different between the maximum value and bid was less than 1%.
