Regulatory gaps and barriers to alternative water sources in Victoria

This paper will assess aspects of the existing regulatory regime in Victoria that are relevant to the achievement of an important objective of water-sensitive urban design - namely to diversify our water sources. In particular, this paper considers laws relating to land-use planning, environment and health and water resource management and other relevant legal issues. The paper will analyse the extent to which these elements of the regime in Victoria facilitate and/or hinder achievement of water-sensitive urban design objectives. The paper will identify aspects of these regimes that may need to be amended to the extent that they hinder water-sensitive urban design.
