Evaluation of port flexibility.

The port flexibility reflects the port's adaptive and responsive capacity to its social and economical environment and scientific evaluation of port flexibility is the base of improving its level.According to the port's characteristics of multi-dimension and production practice,an evaluation index system of port flexibility has been established from five aspects such as strategic flexibility,structural flexibility,management flexibility,manufacturing flexibility and sustainable flexibility.And the fuzzy-analytic network process has been applied in port flexibility evaluation.Due to the dependent and feedback relationship among each flexibility index,it is to confirm weight of index by using the method of Analytic Network Process(ANP).The fuzzy ANP method comprehensively provides the quantitative evaluation of port flexibility,which intents to give a reference of developing port strategies as well as improving the flexibility level.
