Reserve Manpower Modeling and Analysis.

Abstract : This document describes a Reserve inventory projection model that is based on the Reserve Component Common Personnel Data System. Reserve strength projection and development of continuation rates are discussed. The model reflects the advent of the all volunteer force and the elimination of the two-year term of enlistment. This report provides documentation of the Projection of the Enlisted Reserve Component Strengths (PERCS) model that was developed. Included are such features as the design specifications, usage and results produced by PERCS and a separate small program, known as CONRAT. CONRAT is used for computing continuation rates by population breakouts that differ from those used in PERCS.
