Water is likely to be one of the most critical resource issues of the developing world in the early part of the 21 st century A balanced and sustainable approach to water development is mandatory if the adverse impacts of the impending water crisis are to be avoided. Water has been practically ignored on the international agenda in recent years. The perspectives on water of the North and the South differ in certain fundamental ways. Thus, the South should have a special interest to ensure that the North appreciate not only the importance of water to the South‘s development but also the urgency of putting water on the current international agenda as an important item.
