O Estado e as Relações Internacionais: O Complexo Econômico-Industrial da Saúde na relação de influência mútua entre as agendas interna e externa do Brasil

This thesis addresses the interrelationship of national policies with international
relations, where the correlation of power and health is present and is envisioned
primarily in the role of the state in the context of international relations and the
influence of globalization and its impacts on health policy - in particular the Health
Economic-Industrial Complex (CEIS) – set of productive and services activities that
guide a systemic relation between industry activities and service providers in health –
and in their respective correlation with the conduction of foreign policy‟s Brazil.It
subsidizes the approach in the health field with the national and regional development,
walking in a double sense: on one hand brings the development agenda for the field of
health and on the other, provides clues as how health actions can contribute to a more
general development and integration, where the demands exerted by political and
economic influences in the international arena have significant power in the conduction
of national policies and in the conduction of foreign policy‟s country.
Given the contemporary theme, this study is based on documentary and descriptive
research, of exploratory nature, based on analysis of the information available in
publications - books, articles, journals and Laws, as well as analysis of governmental
reports released on portals and specialized presentations of experts available in the
public domain.
The construction of the chapters is developed in ascending order where the
international relations situate the role of the State in the complexity of political,
economic and international relationships as well as international asymmetric powers
and in the social and humanitarian rights seek to be established. In this context, the
resumption of the strategic role of the State to the national development finds in the
health and strategic contours of the Brazilian foreign policy a fertile environment to
support the virtuous relationship between health and development in what the Health
Economic- Industrial Complex - CEIS is settled from a strategic pillar of innovation.
It is presented under the cut of the geographical South-South relations, which is a
positive trend for subjects such as health to be considered as key elements in the
promotion of the development in close interaction and partnership with the international
community, especially with the South nations.
In the subsequent chapters, the study indicates as a result of national and external
policies that CEIS is exerting increasing influence on the conduction of foreign policy of
the nation, since the national productive consolidation. In recent years this finding has
occupied a more effective and less secondary position in formulating of guidelines that
guide the Brazilian foreign policy, especially regarding the humanitarian cooperation
and international technical cooperation. As for international technical cooperation, the
south-south cooperation are very isolated, having as the main indicators issues as
neglected diseases, HIV / AIDS and Human Milk Banks, specifically at Mercosur,
Unasur and the “CPLP”.
Therefore, the Health Economic -Industrial Complex in Brazil establishes itself as a
strategic differentiator so that the national, regional and inter-regional scenarios can
overcome economic vulnerabilities, technological asymmetries, safeguarding the
sovereignty and the Welfare states as well as maximize international cooperation and
negotiations along with national and international actors.
